We received a comment now from some colleague with the nick name "Mechatronics 2012"

He/she says




The fake conferences is a typical rule of IEEE
One more example is the http://www.icmtconf.org/2012/
They claim that they have:
"Review duration: 15-20 days after submission"
Check it http://www.icmtconf.org/2012/

How can a serious conference with hundred of papers to make review of all these papers within 15 days?

Our conclusion that seems to be the standard for the majority of IEEE is:

    NOTE: On Feb 14, 2012, someone calling himself "Jonathan"
    called me and threatened to sue me about the comment below,
    saying "you'll lose your house." He claimed to be a lawyer,
    but was oddly unwilling to provide an address or any other
    information. Draw your own conclusions about whether this
    is what real conference organizers do, keeping in mind that
    it was six months after the conference. -John
    On Feb 15, 2012, he called again at 11:30 PM and threatened
    me again. But he doesn't seem to be a lawyer any more.

  4. We ask Prof. Hamid Arabnia (the founder and organizer of the fake
    conference, WORLDCOMP) to remove his mask and speak out and provide
    his response on this very important matter. Otherwise, later on, Hamid
    Arabnia may escape claiming that he/WORLDCOMP has no relation with
    this anonymous “PC member”. He is already trying to escape the fake
    papers’ responsibility by blaming the track chairs of WORLDCOMP.

  5. QUESTIONS FOR HAMID ARABNIA:


    (Question 1) WORLDCOMP PC member’s claim: “Disclosure: WORLDCOMP has
    provided full financial support…”
    Our comment: A person capable of running a major fake conference
    WORLDCOMP for over a decade and collected millions of dollars is
    obviously capable of bringing “some” people to speak on his behalf
    claiming that they have received financial support, etc. We ask Hamid
    Arabnia to release financial documents (see below).

  6. (Question 2) WORLDCOMP PC member’s claim: “Papers that are already
    accepted and uploaded to the publication web site are mainly checked
    for typesetting, ...”.
    Our comment: The website of WORLDCOMP 2010 states “the final papers
    will be reviewed by one member of the program committee”. As we all
    know, review is not checking typesetting. A review is far more than
    checking the typesetting! Typesetting can be done by a clerk or by an
    office assistant or by a high-school student but a review can only be
    done by an expert in that field. It is shame that WORLDCOMP didn’t
    know this basic difference. It is also shame that review and
    typesetting are the same in WORLDCOMP.

  7. (Question 3) WORLDCOMP PC member’s claim: “The coordinator's job has
    always been to receive the decisions on submitted papers from the
    track chairs; each of these track chairs has his/her own evaluation
    committees.”
    Our comment: As long as there were no problems (i.e., as long as fake
    papers were not identified), the WORLDCOMP’s credit goes to Hamid
    Arabnia. Note that Hamid Arabnia’s name is listed as the primary
    editor of most of the WORLDCOMP proceedings, including the proceedings
    in which the fake papers are published (you can check this at DBLP).
    If a problem is identified (ie, if fake papers are identified) then
    Hamid Arabnia put the blame on the so called “track chairs” and try to
    escape. What a clever (fake) strategy for escaping? If the so called
    “track chairs” were responsible for the review process, why didn’t
    Hamid Arabnia put the “track chairs” names as the editors of the
    proceedings in which the fake papers were published (see DBLP)?

    We ask Hamid Arabnia to release the names and affiliations of the
    track chairs in which the fake papers are published [personal attack redacted]. Also, we ask him to release the names of all track chairs of all conferences.

  8. (Question 4) WORLDCOMP PC member’s claim: “After the two papers were
    accepted (one in 2010 and one in 2011), the fake author then created
    new papers by replacing the second half of each paper with other
    papers. They uploaded these "revised" papers to the publication web
    site.”
    Our comment: Can you prove this? Stop faking about fake papers! How
    the two papers were accepted at the first place?

    Both fake papers were published in 2010 proceedings of WORLDCOMP only:
    not in 2011 as the “PC member” claimed.

    Assume that the fake papers are not really fake but plagiarized (this
    is what the “PC member” suggested). Note that the fake/plagiarized
    papers were copied from original research papers that were published
    several years back [in 2004, 2005, and 2007], ie., the technology in
    the original research papers is outdated (or well referenced or
    well-known) to all experts by 2010. How WORLDCOMP accepted the
    outdated technology papers again in 2010? This proves that there was
    no review in WORLDCOMP.

    Also the original research papers are published in very reputed events
    [IJCAI, ACM SIGMOD, VLDB], means, any expert reviewer can easily catch
    if the fake/plagiarized papers are submitted/prepared from the content
    of the original research papers. However, WOLRDCOMP didn’t catch these
    fake/plagiarized papers. This once again proves that there was no
    experts in WORLDCOMP. There were only typesetting checkers at
    WORLDCOMP.

    Was there any policy in WORLDCOMP that permits plagiarized papers for
    submission and acceptance? If the answer is NO then how these
    plagiarized papers are accepted at WORLDCOMP?

  10. (Question 5) The WORLDCOMP 2010 website states “Full papers will be
    evaluated for originality, significance, clarity, impact, and
    soundness. Each paper will be refereed by two experts in the field who
    are independent of the conference program committee. The referees'
    evaluations will then be reviewed by one member of the program
    committee who will recommend a decision to the chair of the track that
    the paper has been submitted to. The chair will make the final
    decision. Lastly, the final papers will be reviewed by one member of
    the program committee”. It is shameful that Hamid Arabnia selected
    such [derogatory terms removed] track chairs (or experts) who accepted the fake or plagiarized papers. This scenario clearly shows that Hamid
    Arabnia randomly selected the track chairs (if at all there was any
    such selection, if at all there were any track chairs really
    existing!) to run the conference somehow. Why didn’t Hamid Arabnia
    select qualified researchers as track chairs (despite Hamid Arabnia’s
    ten plus years experience in this business)? This shows that Hamid
    Arabnia didn’t care about the technical quality of the track chairs
    (or experts), papers and reviews but he cared about the registration
    fee only.

  11. (Question 6) Why didn’t Hamid Arabnia already published the names and
    affiliations of all the reviewers (not just the program committee
    members) on WORLDCOMP website and in the proceedings? Why reviewers’
    names are kept in secret? Is it because there were no reviewers
    (except typesetting checkers)?

    papers each reviewer has reviewed on average? What software did
    WORLDCOMP use for review process (for example, easychair)? How the
    reviewers communicated with the program committee members? What is
    Hamid Arabnia’s role? We ask him to list the program committee
    members’ details who did the final reviews of all papers? How many
    papers each program committee member reviewed? Why two reviewers and
    one program committee member (per paper) failed to identify the fake
    papers or plagiarized papers prepared from well-known sources (such as
    IJCAI, VLDB, ACM SIGMOD)?

    of registration fee accounts and expense reports of all the WORLDCOMP
    conferences to the public? With whom Hamid Arabnia shared these
    account details, apart from his family members?

    (Question 11) What is the relation between Hamid Arabnia and the guy
    who is threatening
    (http://compilers.iecc.com/comparch/article/11-01-119 ) John (who
    first revealed the fakeness of WORLDCOMP). Why didn’t Hamid Arabnia or
    anyone from WORLDCOMP directly (by email or phone) argued with John
    and try to prove that WORLDCOMP is not fake? Is it because Hamid
    Arabnia long back know that their conference is fake?


    We ask Hamid Arabnia to answer the above questions completely in the
    next ten days. We ask the “PC member” to convey this matter to Hamid
    Arabnia. In fact, we suspect Hamid Arabnia has prepared and posted
    these comments disguising as a “PC member” OR the “PC member” prepared
    and posted these comments with the help/direction of Hamid Arabnia.
    Refer to the comments “The coordinator's job has always been to
    receive the decisions on submitted papers from the track chairs; each
    of these track chairs has his/her own evaluation committees.”, which
    are specific duties of the coordinator [Hamid Arabnia]. Only the
    coordinator knows what his complete role was in a specific conference
    in 2010.

    We have more questions if Hamid Arabnia is ready to answer.

    "I wish to share my honest experience with WORLDCOMP.

    I was a Ph.D. student in Asia few years back. My university
    requirement was that I (the student) should publish two papers in
    order to submit the synopsis and thesis (dissertation). One of my
    friends informed me that WORLDCOMP gives guaranteed acceptance and he
    also recently got his Ph.D. by publishing in WORLDCOMP. I submitted my
    first paper to WORLDCOMP and I was thrilled when I received my
    acceptance without modifications from Professor Hamid Arabnia. I
    submitted the same paper simultaneously to a conference in my country.
    They accepted it as a border line paper with mandatory major
    revisions. I submitted the final paper to WORLDCOMP although the fee
    is almost ten times more than the local conference fee. There was
    another reason also for the submission to WORLDCOMP over local
    conference: in my university, if you have a paper in USA conference
    (particularly in a major conference like WORLDCOMP), they consider it
    as a big credit than publishing in a local conference.

    I requested Professor Hamid Arabnia for a fee waiver. He informed me
    that my country is not listed as backward/poor country in his list and
    he informed that he consider fee waiver only for people from
    backward/poor countries. Still I don’t know what is Professor Hamid
    Arabnia’s definition of backwardness (because my country is one of the
    poorest countries in Asia). I paid the registration fee with the money
    of my father and relatives. A state government agency in my country
    sponsored part of my trip to Las Vegas and I managed the rest of the
    money by collecting donations from my university faculty and local
    rich people. The news of my trip to USA and participation in WORLDCOMP
    was published in local news papers in my hometown (it is a village)
    and this news spread like a wild fire. My home town people started
    treating me like a hero.

    I enjoyed the casinos in Las Vegas. I liked the conference banquet
    (dinner). Although I was at the venue, I didn’t present my paper in
    WORLDCOMP because there was no one to invite me in my session and
    there was no one to listen to my speech also. I noticed that few other
    sessions were barely running with few attendees. It looks many
    attendees came there just to see Las Vegas. However, I received a
    presentation certificate from Professor Hamid Arabnia: without this
    certificate, I have to pay back the money I received from my state
    government agency for my travel. During WORLDCOMP, I met Professor
    Hamid Arabnia. He offered me to use his name as my thesis external
    examiner (in my university, one copy of the thesis should go to a
    foreign (ie, external) examiner for evaluation and another copy goes
    to a local examiner in the country) and he offered me to provide a
    reference letter for my jobs.

    I met more than ten people from my country and nearby countries and we
    instantly became friends and we really enjoyed watching Las Vegas.
    When I enquired individually, all these friends informed me that their
    papers were also accepted without modifications in WORLDCOMP. They
    were feeling proud because they were thinking that their research was
    great (and that’s why the papers were accepted without modifications).
    But now I understand the bitter truth behind this: there was no review
    in WORLDCOMP.

    I submitted my second paper next year to WORLDCOMP again. Again, it
    got accepted without changes but the same paper was rejected in a
    symposium held at one of the best institutes in my country. I never
    revealed this rejection matter to my Ph.D. supervisor (guide) because
    I never get my Ph.D. otherwise. This time, my supervisor paid the
    registration fee to WORLDCOMP and gathered funds from several agencies
    in my country and he attended WORLDCOMP. My supervisor felt very happy
    with me because my paper helped him to visit USA. Soon after his
    return, I submitted my thesis while my supervisor was still in good
    mood with Las Vegas memories. I think (but I have confirmation)
    Professor Hamid Arabnia was my thesis external examiner because we
    included his name in the external examiners’ panel and he wrote good
    comments about my thesis. During my Ph.D. defense, the thesis
    committee asked for the reviews of my research papers published in
    WORLDCOMP. I lied saying that I lost them (the truth is that WORLDCOMP
    never sent me any reviews) but I have shown the 2nd page of the
    conference proceedings (ie., “Forward” written by Professor Hamid
    Arabnia). In the “Foreword”, Professor Hamid Arabnia mentioned that
    each paper was reviewed by two experts and the overall acceptance rate
    was around 30% or so. The defense committee was satisfied with these
    details and finally I got my Ph.D.

    Now I am in the USA, working in a company as a programmer (thanks to
    IT industry). My Ph.D. degree helped me to come to USA and I know that
    it will not help me to get a research oriented job because still I
    don’t know how to do good research.

    Few days back a student from my university contacted me to help
    financially with his USA travel to attend WORLDCOMP. Then I searched
    internet for WORLDCOMP and watched these discussions about WORLDCOMP
    and fake papers. The student is assuming that his paper (which he is
    planning to submit to WORLDCOMP 2012) will be accepted at WORLDCOMP
    (that is the reason why he is thinking about travel money now itself).
    This is the impression of many people in my native place about
    WORLDCOMP: 100% acceptance. I am sorry to Professor Hamid Arabnia to
    say this. I discouraged the student from WORLDCOMP submission (I am
    not sure if he listen to me) and still I will help him financially if
    the paper is accepted in a good conference but not in WORLDCOMP.

    I know that both of my research papers published in WORLDCOMP are
    almost worthless technically. I know that I wasted/cheated a lot of my
    time (doing useless Ph.D.) and wasted a lot of resources of my
    university and country to get my Ph.D. I am sorry for this. I would
    like to correct some of my mistakes by sharing these experiences with
    you and other people and by not using/claiming my Ph.D. anywhere. For
    me, it seems Professor Hamid Arabnia is also cheating the researchers
    for registration fee, in the same way I did earlier. Hope he also
    accepts his mistakes one day.

    I hope my message is clear to all the authors who wish to submit
    papers to WORLDCOMP: please do not do the same mistakes I have done.

    I have a request to Professor Hamid Arabnia: please conduct a rigorous
    review without which the world will soon be filled up with Ph.D.
    degree holders (like me) who do not know how to do research. Primarily
    due to WORLDCOMP, a generation of researchers has started, in places
    like my university, who are incapable of doing any research and are
    spoiling the whole country."

  23. I had 3 papers in WORLDCOMP 2009. Believe in one of them I described a Software running in Windows XP that I had never programmed in any PC. I wanted the publications for taking a promotion in the University. Hamid Arabni sent me "congratulations" for all these papers without review of course. Believe me, that my assistants in my laboratory were laughting at that when browsing the Proceedings. I described an imaginary software that was not implemented in practice. With little help from PHOTOSHOP I made some "screens" but they were absolutely zero. This is the quality of Arabnia's conferences but also of many conferences of IEEE, because there are people like Hamid Arabnia that take the logotype and name of IEEE by paying to IEEE some royalties and these IEEE conferences are fake. There is a general problem with the majority of IEEE conferences that are fake.

    By Google Search, you can easily find that the IEEE Conference on Computational Complexity accepted and published 2 junk papers. Is this a fake conference? Do the organizers work only for money?
    We believe absolutely that this is a typical fake IEEE Conference (bogus conference)

  26. WORLDCOMP collects every year the worst junk of 5th and 6th class researchers.
    Ban it and tell them that they develop their activities by blatant SPAM advertisements. Some experienced academicians recognize the Arbania and its academic fraud of the laughable WORLDCOMP, but some young scientists cannot discriminate the good conferences fron the Junk. Please, save the new generations and the new children from these academic criminals like Hamid Arabnia and ..."WORLDCOMP" :) :)

  27. The Conferences are not graded by the blogs, but by INDICES. So, good conferences are those that participate in famous INDICS like EI Compendex, SCOPUS, ISI, ACM, Elsevier and the like.

    Professor Debora Weber-Wulff has been posting about the antics of Worldcomp and a certain Professor Hamid Arabnia at her blog. But now it seems that a private investigator from Saskatchewan claiming to be from the University of Toronto has been harassing Professor Weber-Wulff and threatening to bring down her blog.
