All the IEEE conferences in far east countries are fake conferences.
This absolutely garbage email reached the computers of our university as Spam.
This is conference on "Medicine and Education". It looks fake conferences and the absolute junk. What to say about the IEEE Scam. Who are the organizers? Obviously scammers of IEEE with only one target: Your wallet. We sent an email to EI Compendex and INSPEC. YES, many fake papers in IEEE conferences

YES, many fake papers in IEEE conferences. The University of Minnesota does not recognize the IEEE Conferences in Asia and Europe as real IEEE conferences, but as bogus meetings.
On the other hand, everyday, the IEEE spam continues invading in our computers.
Typical examples of IEEE spam from a fake conferences (all organized by IEEE people)

BREAKING NEWS: Some Professor(s) in the University of Minnesota classified IEEE Conferences in China as Junk Conferences

A simple visit in the following link hosted in a server of the University of Minnesota will convince you:
http://blog.lib.umn.edu/denis036/thisweekinevolution/2011/07/would_ieee_really_sponsor_a_fa.html

They say:
Would IEEE really sponsor a fake conference in China?
The email was typical fake-scientific-conference-in-China spam: "we courteously invite you to deliver a Plenary Speech" as a "leading authority" in a field where I have no expertise. I've gotten several of these from "BIT Life Sciences."

This time, though, IEEE, a (formerly?) respectable engineering organization, was listed as a sponsor. I assumed the scam was using IEEE's name without permission, but the "6th International Conference on Bioinformatics and Biomedical Engineering " is actually listed on the IEEE web site. Apparently, IEEE has been involved in many fake conferences, which have, for example, accepted papers that are computer-generated garbage. Sad.

I don't mean to imply that all conferences in China are fake -- I went to one a few years ago that was excellent, and am scheduled to speak at another -- or that fake conferences happen only in China. They do seem to have more than their share, though.

An anonymous commentor is informing us now another source of fake conferences:

see this body ACEEE is doing the same in india they are organizing a lot of conference througout the year and hoarding money from people here. The main culprit is VINU V DAS the CEO of engineers network that is promoting these things

BREAKING NEWS. A huge IEEE Multiconference has accepted several SCIgen (fake) papers.

We have found an interesting post in http://netdriver.blogspot.com/2011/07/following-ieee-conference-has-accepted.html
They say:

The following IEEE Multi-Conference has accepted several SCIgen (fake) (i.e. papers with absolutely quite random phrases).
The organisers sent letter of acceptance for the several fake (SCIgen) papers
and now they try to claim that they did not send any letter of acceptance.
One more fraud from the criminal IEEE

Spam Journals. Bogus Journals. Junk Journals. Fake Journals: Bentham, Hindawi, InTech

We will talk not for IEEE fake conferences and junk meetings today, but for the
fake Journals of 3 Publishers: Bentham, Hindawi, InTech

As you can see the use ti send frequent unsolicited emails about their journals
The strategy seems to be to mine reputable conference and journal papers for email addresses and then use them for targeted spam.

For example

Dear Dr. Kristensson,

We apologize for contacting you again on the matter of your nomination to contribute to the book named in the title of this email, but since we haven’t received an answer from you, we are taking the liberty of contacting you again (you may have been busy or our previous emails may have ended up in your email filters). However, this is the last email you will receive from us. If you can find time, please reply to our previous email which is below:

My name is MSc Iva Lipovic and I am contacting you regarding a new InTech book project under the working title “Speech Technologies”, ISBN: 978-953-307-152-7.

This book will be published by InTech – an Open Access publisher covering the fields of Science, Technology and Medicine.

You are invited to participate in this book project based on your paper “Automatic Selection of Recognition Errors by Respeaking the Intended Text”, your publishing history and the quality of your research. However, we are not asking you to republish your work, but we would like you to prepare a new paper on one of the topics this book project covers.

More and More IEEE Fake Conferences in China

we read:

More and More IEEE Fake Conferences in China

A colleague was bragging that he had a paper accepted at an international IEEE conference in China. Since IEEE has often been found to support so-called bogus or fake conferences (ones that accept any paper, even those generated by SciGen) and since I was on vacation with internet access and time on my hands, I decided to have a look.
IEEE has a site that can be used to search for conferences, so I looked for conferences in Beijing in 2009. Amazing, there are 23 IEEE conferences this year in Beijing! Okay, China is a large country. I idly flicked through a few of them, when I realized that the contact person for an number of them was given as Prof. Mengqi Zhou.
More research turned him up as Chairman of the IEEE Beijing Section, and 10 of the 23 conferences listed him as the contact. Now I was really curious, so I spent a good bit of time researching the conferences. Some appear to be legitimate - they have a venue listed on their web page, they have a small range of topics listed, there is someone more or less serious-sounding as the contact.
But others are mighty strange indeed. There are dysfunctional web sites, no venues listed. And from October 16-18, 18-20, 21-23 there are three large conferences listed at the Beijing University of Posts and Telekommunications, with a fourth from 6-8 Nov. The contact for all four conferences is the same person, Weining Wang. Three of the four have identical registration prices and registration forms - only the dates and names of the conferences have been changed and are in a different font. The fourth one has a dysfunctional web page. Here is the data that I collected during my research:

They will not index the Proceedings at any index except their own data base! ALERT! 5 fake IEEE Conferences in Croatia

An IEEE Conference advertises 7 bogus IEEE Conferences in the same way that

Impressive is how they do cheat the academicians

They will not index the Proceedings at any Important and reputable index except their own data base (IEEE Explore) that has accepted and published over than 40 SCIgen papers. In fact, this is the mathematical proof for how fake and how miserable is this IEEE junk scheme.

Why did the IEEE stop its franchising scheme with IARIA?

Why did the IEEE stop its franchising scheme with IARIA?

This is the reason: because the IARIA secretariay sent this Email of IEEE to its lists recently. The email is given below and can be found in several blogs and fora. Check it. It is a real email from

EButterfield@computer.org

Google: "The IEEE confessed that many IEEE Conferences are Fake Conferences."

The IEEE confessed that many IEEE Conferences are Fake Conferences.

We received it from a girl that was working in IARIA' secretariat.
IEEE Computer Society Press sent it in January 17 (2009) to all the IEEE Sponsored, Co-Sponsored Conferences as well as to conferences
that publish their Proceedings with IEEE CS Press. It is impressive how many IEEE conferences are based on a review on the Abstract!.

TO: CPS Clients FROM: Evan Butterfield, Director of Products and Services RE: Fraudulent Machine-Generated Paper Submissions (CONFIDENTIAL) DATE: 16 January 2009

The IEEE Computer Society (CS) has evidence that multiple (IEEE) conferences are receiving machine-generated papers. In two cases, conferences have actually accepted an obviously fraudulent submission. This is a serious issue that threatens the credibility of your conference, the quality of the digital library, and the reputation of both the IEEE and CS. It requires your immediate attention. Please take this opportunity to ensure that your peer review processes are being followed, and adapt to any new requirements that may be communicated by the IEEE or the Computer Society. No conference published by CPS should rely on an abstract review. It is very important that you review carefully the full text of all papers submitted to your conference. If you have already accepted papers, your program committee should review the full text again. While CPS staff will be conducting random spot-checks of conference papers in the publishing queue, we are relying on you to authenticate the content of your proceedings. Any papers that were not actually presented at your conference need to be brought to our attention, and should receive close review. In known cases, the machine-generated origin is obvious from a reading of the first few paragraphs of the paper; the abstracts are human-generated and do not indicate the quality of the paper itself. In the past, papers have been submitted by “Herbert Schlangemann,” but be mindful that the perpetrator of this fraud will change the approach over time. In the event you discover any evidence of questionable content or behavior, please communicate that to us immediately along with an action plan for addressing the problem. Thank you for your help in maintaining the quality of our products.

END OF IEEE EMAIL

Yes, the IEEE people left the Hotel and did not pay the bill of the Conference

We contacted the Hotel Manager in Radisson Blu (SAS) Berlin and confirm this report of April 26.

Now, everything is clear enough. The IEEE Conference took place in this Hotel but the organisers did not pay their expenses to Radisson Blu. What a pity. A great society like IEEE to humiliated!

See our post of April 26:

Really, we did not know this dimension of IEEE Fraud!

Today, an anonymous commentor posted several times this comment in our blog:

"I believe that the IEEE is a criminal organization. They do not know to authorize honest professors to run their conferences. I am the Hotel Manager in Radisson Blu (SAS) Berlin. IEEE guys had a conference in Radisson Blu (SAS) Berlin hotel and left without paying the bill."

Really, we did not know this dimension of IEEE Fraud!

What a shame for the IEEE officers of this conference! How can these people resepct the review process of the academic community? They work only for money. Money, money, money, but Nemesis punishes IEEE. Google: IEEE fake papers or IEEE fake conferences or IEEE Spam or IEEE Scam or IEEE Fraud

By the way, we will make a phone call to this hotel and we will learn more details.....

Another interesting post reveals IEEE fraud

Mohammad Homayoun has discovered a new Junk conference

The new Junk conference had the support of IEEE (no strange), but after the acceptance of some SCIgen papers, IEEE retracted its sponsorship. However, the damage for IEEE happened.

This is to report to the research community that the following conference (http://vienna-conference.com) organized by Nina Ringo (www.ninaringo.info) is now proven to be fake in that they accepted a fake paper:

Name of Conference: INTERCOMP International Conference on Computer Science and Applied Computing
Location: Vienna University of Technology, Vienna, Austria
Date: February 9-11, 2011
Conference Web Site: http://vienna-conference.com/index.html

The conference claims that submissions/papers are reviewed/refereed BUT they are not.

A fake paper was submitted for evaluation to intercomp2011@gmail.com on
Sun, Jan 2, 2011. The notification of acceptance was received on Sun, Jan 9, 2011.

In reality, it's yet another randomly-generated paper in a fake IEEE conference

In reality, it's yet another randomly-generated paper in a fake IEEE conference
http://crappyconferences.blogspot.com/2011/04/for-those-that-they-do-not-believe-that.html
that got into a conference with no meaningful criteria for peer review.
What a shame for those that will attend this IEEE crappy conference.

We received a Comment today

We have just received a Comment from some Bessar! He agrees that many IEEE conferences are fake. So, how can we discriminate a honest conferences from fake ones, especially if the majority of IEEE conferences are (in the opinion of Bessar) fake?
See the following comment and try to discover via Google FAKE IEEE Conferences..................

The IEEE has hundreds of Fake Conferences. I think that it is better to publish to societies like IASTED, IMACS than the IEEE. The IEEE conferences are not serious especially if the organizers are guys like Petre Dini or Nagib Callaos. So, if these idiots Petre Dini, Nagib Callaos send you again CALL FOR PAPERS, even if they include the logotype and the word IEEE, send an email to every body that this is a call for a bogus (fake) conference. This is the problem with IEEE. Some IEEE conferences are honest, but the majority are fake. Sorry, but this is my opinion
